Market outlook
Rising Outlook 7/10
Recent English Full Art and alternate-art sales have clustered around roughly $30-$55, while market trackers have reported parallel values around $42-$68. Interest is supported by Xebec’s importance, the novelty of the Rocks Pirates theme, and the card’s early collector attention; however, the market remains new and price data is uneven.
Next months. Over the next 3-6 months, the Full Art version is likely to remain volatile but supported, with prices potentially consolidating around the current $30-$55 range unless competitive results or supply changes cause a sharp move. The base version should remain inexpensive.
Long term. Over 1-3 years, the Full Art parallel has favorable upside if Rocks D. Xebec remains important in the anime and manga and the Rocks Pirates archetype remains collectible or competitively relevant. A reprint, large product opening wave, weak deck performance, or declining player interest could suppress prices; high-grade copies with strong centering should have the best long-term prospects.
History
Rocks D. Xebec is a major historical figure in the One Piece world and captain of the Rocks Pirates, a notorious crew that included future legends such as Edward Newgate, Charlotte Linlin, and Kaido. He sought to become the world’s king and was defeated by the combined efforts of Gol D. Roger and Monkey D. Garp at God Valley. OP17-039 is the first confirmed One Piece Card Game leader card representing the Rocks Pirates crew.
First released in the Japanese version of OP-17 The World's Strongest Warriors on August 22, 2026, followed by the English release on August 28, 2026. The supplied 2025 year is inconsistent with the documented OP-17 release timeline.
- OP17-039 is a Blue Leader with 5000 power and 5 life.
- The card has the Slash attribute and Rocks Pirates type.
- It is the first confirmed TCG card for the Rocks Pirates crew.
- The leader effect involves discarding a card to reveal the top card of the deck and drawing cards when it is a Rocks Pirates card.
- Rocks D. Xebec also appears as OP17-118, a separate Secret Rare character card.
Collector notes
Condition. For the base leader, inspect centering, corner whitening, edge chipping, surface scratches, print lines, dents, and foil abnormalities. For the Full Art or alternate-art parallel, check the foil surface under angled light, especially for scratches, roller lines, dents, and handling marks. Confirm that the card number is OP17-039 and distinguish the parallel from the inexpensive standard leader.
Storage. Use a clean penny sleeve followed by a rigid card holder for valuable copies. Store upright in a cool, dry, temperature-stable environment away from direct sunlight, humidity, heat, and pressure. For long-term storage, use archival sleeves and a fitted storage box; avoid loose storage and PVC materials.
Authenticity. Verify the OP17-039 numbering, official One Piece Card Game layout, Bandai copyright information, correct blue leader frame, power and life values, typography, and foil treatment. Compare the card with authenticated scans and inspect print sharpness, color registration, holo pattern, card stock, and alignment. Be cautious of listings that use an incorrect set number, confuse the base card with the parallel, or describe the card as a 2025 release.
